- TPO (a single-ply flat-roof membrane). TPO is the most common flat-roof system in California. White TPO reflects heat. It often meets Title 24 (California's energy code) cool-roof rules. The seams weld together to keep water out. Typical lifespan: 15-25 years.
- EPDM (a rubber flat-roof membrane). EPDM is a tough, flexible synthetic rubber used on flat and low-slope roofs. Black EPDM absorbs heat. White or coated EPDM meets cool-roof rules. Typical lifespan: 20-30 years.
- Modified bitumen (an asphalt-based flat-roof system). It is installed in torch-down or peel-and-stick layers. It works well on flat roofs that get some foot traffic. We often use it on apartment and HOA projects.
- Built-up roofing, or BUR (layered asphalt and felt). It has stacked felt and asphalt with a top layer of gravel or cap sheet. It is one of the oldest and most proven flat-roof systems. It is heavy, durable, and good for large flat commercial roofs.
- Metal roofing. Standing seam and exposed-fastener metal systems last a long time and need little upkeep. They work on both pitched and flat commercial roofs.

The rule sets a minimum for solar reflectance (how much sun a roof bounces back) and thermal emittance (how well a roof sheds heat). Here is what that means in practice:
- White TPO and white EPDM usually meet Title 24 with no extra work.
- Coated modified bitumen and reflective cap sheets can qualify on flat roofs.
- Pitched roofs (churches, HOA clubhouses, retail) follow separate rules. Cool-roof shingles from CertainTeed and others are available.
- Whether Title 24 applies depends on your climate zone, building type, and roof slope.
